Library Board Approved Minutes - December 5, 2019

DeForest Area Public Library Regular Library Board Minutes
Thursday, December 5, 2019 at 6:00 p.m.

  1. Call to Order and Roll Call
    • President Kathy Van Iten called the meeting to order at 6:02 p.m.
    • Present: Englesby, Gorres, Lowery Lawrence, Van Iten, Runez
    • Absent: Zeimet
    • Also present: Library Director Berg, Assistant Library Director Christa Tollefson
  2. Approval of Agenda
    • Motion to Approve as presented: Lawrence
    • Second: Englesby
    • Discussion: None.
    • Action: All approved
  3. Approval of Minutes of November 7th, 2019 Board meeting.
    • Motion to approve minutes: Englesby
    • Second: Gorres
    • Discussion: None
    • Action: All approved with the word “for” included for clarity in the last sentence of section IX.
  4. Public Presentations / Communications
    • None.
  5. Approval of Bills
    • Motion to Approve the Bills: Gorres
    • Second: Englesby
    • Discussion: Lowery asked if the task chairs were the computer chairs. Berg noted that these chairs replaced the almost 20 year-old chairs currently being used. These are a much less costly chair and easily replaced. Berg noted the bills were mostly books and various types of media. The January meeting should have the remainder of the 2019 bills. At this point some line items have run over but bottom line looks good.

  6. Reports
    1. Director's - The Bibliovation migration is a go. Starting Friday, December 6th at 9 p.m. the data migration will start. If all goes well we may be back “live” on Monday morning at 9 a.m. The Veteran’s Day concert was very well attended with over 80 people in the audience and a very touching moment with the door-prize quilt. Berg noted that the local company, Embury, where we have bought shelving and furniture in the past. This will be our last chance to buy chairs—lounge-type, not task type-- from them.
    2. President's - None.
    3. Village Update - Lowery reported that the 2020 village was approved on November 19th with a 2.99% increase. This includes the vac truck, a splash pad either in fall of 2020 or spring 2021, a 10 % increase in road maintenance and a new police officer.
    4. School - Superintendent Runez reported that some dirt is being moved at the middle school for reseeding and Grading. He responded to a question about the Little Theater.
  7. Old Business
    1. Review and Possible Approval of the Library General Policies.
      • Motion to approve the Library General Policies as presented: Englesby
      • Second: Lowery
      • Discussion: Berg noted that all the edits from reviews at previous meetings have been incorporated as have the new policies that have been approved individually in the past but which had not been made part of the manual until now.
      • Action: All approved as amended.
    2. Review and Possible Approval of the final 2020 Library Budget
      • Motion to Approve the Final version of the 2020 Library Budget: Lowery
      • Second: Gorres
      • Discussion: Library Director Berg that the village passed its budget on November 19th after a public hearing. The library budget was pretty much as submitted with only a few numbers refined with more current information.
      • Action: All approved.

    1. None.
  9. Future Agenda Items
    1. Approve updated Employee Handbook to align with Village handbook.
